As of r543291, the HTTP sampler includes a "Send a File With the Request" entry
in the HTTP sampler UI, but it doesn't actually send anything with the request
unless it's a POST or PUT request.
Most desirable would be obviously be to have this work for all methods, but in
the meantime changing the send_file message property from "Send a File With the
Request" to "Send a File With the Request (POST and PUT only)" might cut down on
confusion if anyone else runs into this.
