[I] Resource quota aware kubernetes pod operator [airflow]
mrrsm opened a new issue, #63944:
URL: https://github.com/apache/airflow/issues/63944
### Description
If KubernetesPodOperators were resource quota aware the proper intent could be provided so the task could be queued/retried rather then always failing.
### Use case/motivation
Sometimes I will have too many dags kick off that spin up pods and I will hit my quota, rather then having my runs fail I would prefer if that task was just queued until the quota frees up as I know this will happen "soon".

There is now a KubernetesStartKueueJobOperator , but few issues, like -> https://github.com/apache/airflow/pull/70636
the only remaining problem is that airfow will run KubernetesStartKueueJobOperator even if the LocalQueue has more than N workloads already waiting.
So all the Jobs pile up as pending workloads in the Kueue LocalQueue, and Airflow has no say over which order they run in or how much backlog builds up. Kueue becomes the real queue.
the solution would be an Airflow KueueExecutor that check the workloads already waiting before running a task

you can use KubernetesCreateResourceOperator and KubernetesDeleteResourceOperator
for managing https://github.com/kubernetes-sigs/kueue or [Volcano](https://github.com/volcano-sh/volcano) jobs
if you need a sensor create a k8sressourcesensor
