New patches for_Apache_0.3

I just uploaded two --- E24 (Content Negotiation), and B19 (spaces in
content type; also fixes a fencepost error in storage allocation).

E24 has a few pages of documentation up at the top, which briefly
describe what the code does (map file format, etc.), and also (of
course) say which files changed and why.  It also comes with a
companion patch (E24b) which adds comments in the shipped config files
saying how to configure Content Negotiation, for people who want to do
so.
