Why two instances of transaction manager

Hi,

I have come across two instances of transaction manager being created in
ODE.
1) First instance in ODEServer which is then used by SimpleScheduler
2) Second is created in DbConfStoreConnectionFactory which is then used by
ProcessStore

What is the reason behind creating 2 instances of transaction manager?
