   Extend the rcverify script to allow NOTICE files that contain additional content.  It is valid for an OpenWhisk project NOTICE.txt file to contain more text after the required ASF beginning, for example apigateway's NOTICE.txt is:
   ```
   Apache OpenWhisk API Gateway
   Copyright 2016-2019 The Apache Software Foundation
   
   This product includes software developed at
   The Apache Software Foundation (http://www.apache.org/).
   
   ========================================================================
   MIT License
   ========================================================================
