Closing issue.  This wasn't a great idea.  All of the direct database querying should reside in {{utils.pm}}.  There are situations when you need information from one of the _get\_*\_info_ subroutines and a {{DataStructure.pm}} object isn't necessary.

> There are several subroutines in utils.pm which only retrieve data from the database, or perform other simple data retrieval tasks.  An example would be get_request_end.  These should be moved to DataStructure.pm so that all of these types of subroutines are in the same location.  Also, the underlying DataStructure hash data should be updated whenever data is retrieved from the database.
