xmlrpc site updates

Hi,

I've checked in all my changes to xml-rpc and I'm pretty happy now with
it. 

Can someone with access to the web site please:

- re-generate the HTML docs
- put the API docs on the site in /xmlrpc/apidocs (the documentation
links to the API docs in a few places. I put the API docs into my home
directory on cvs.apache.org: /home/hannes/apidocs.tar.gz.

Regarding downloads, mailing lists: do we do that on the main
xml.apache.org site or the /xmlrpc site, or both? 

When these issues are fixed I think we should make an initial release.

The main sites often have links to their projects' downloads or lists
of their mailing lists.  Downloads are linked from project sites at
each project's discretion.
