This is because concurrent attempts to create virtual network for management network. 2 attempts are made simultaneously one each during deployment of CPVM and SSVM. One would succeed eventually and that would suffice to deploy other VM as well.
The same issue can be observed with other type of virtual switches supported by VMware.
