The following solution seems to work for me:

1) ${TOMCAT_HOME}/conf/Catalina/localhost/jetspeed.xml

   Replace <ResourceParams...> ... </ResourceParams> with

  <Resource name="jdbc/jetspeed" auth="Container"
            factory="org.apache.commons.dbcp.BasicDataSourceFactory"
            type="javax.sql.DataSource" username="sa" password=""
            driverClassName="org.hsqldb.jdbcDriver" url="jdbc:hsqldb:hsql://127.0.0.1:9001"
            maxActive="100" maxIdle="30" maxWait="10000"/>

2) Move hsqldb-1.7.1.jar from ${TOMCAT_HOME}/webapps/jetspeed/WEB-INF/lib to ${TOMCAT_HOME}/shared/lib

However, this may not be correct or there may be side-effects...

 With the resolution of http://issues.apache.org/jira/browse/JS2-210, J2 now runs 100% on Tomcat 5.5, including using hsqldb.
