[OT] Convert image to SVG

HI all, more than likely off list, but I'll try, someone may be able to
point me right way.

I'm playing around with the SVG to PNG in our forrest/tools area, mainly
used for the ApacheCon and Project logos, but I am adapting it for my
own needs. All is working well, except I want to replace the Apache
Feather with an image of my own. 

I can not believe someone hand coded the svg for the feather so there must
be a tool, script or program out there than can transform my png/gif/jpg
into svg so I can insert it into the svg template and remove the feather.

Any ideas would be appreciated.
