[PR] GH-40438: [GLib] Add GArrowTimestampParser [arrow]

It's a binding of `arrow::TimestampParser`.

Add `GArrowStrptimeTimestampParser` and `GArrowISO8601TimestampParser`.

After merging your PR, Conbench analyzed the 7 benchmarking runs that have been run so far on merge-commit cb1e29c0c1fdc691a8a4f3bc7621c6fdcf181dfc.
There were no benchmark performance regressions. 🎉
The [full Conbench report](https://github.com/apache/arrow/runs/22551635312) has more details. It also includes information about 15 possible false positives for unstable benchmarks that are known to sometimes produce them.

@kou This sounds great, but don't we also need to add the `timestamp_parsers` property to `CSVReadOptions` to make use of this?
