   I couldn't find any mention of this [AIRFLOW-2535](https://issues.apache.org/jira/browse/AIRFLOW-2535). 
   
   This is an issue for TriggerDagRunOperators as well in 1.10.10 where max_active_runs was not respected.
   
   PR [#13803](https://github.com/apache/airflow/pull/13803) does fix the issue in 1.10.15!
