Using maven-publish plugin instead of nexus plugin. This removes our
dependency on the old 'maven' plugin, and cleans up a lot of custom
disable-task code related to distributions.

Some things to verify:
- Same artifacts are published
- Pom + artifact signatures are uploaded
- Works for both snapshot and release versions

You should be able to verify these by publishing to the `localMaven()` repo.

@metatype Publishes all the same artifacts, minus the src dist, which should not have been published originally by the nexus plugin. Pom and artifacts are all getting `.asc` files. Snapshots go to GCS and release goes to repository.apache.org, both destinations have been verified.
