httpd -L variant outputs XML

Just for your entertainment (you'd have to really convince me to actually
submit this for inclusion) here is a small patch which makes apache output
it's configurarion information, a la -L, as XML.

This can be quite usefull if you are playing with xml documentation and/or
trying to magically configure 'config-GUI's from such documentation and/or
directly from the server output.
