Request create new top level component: Blueprints

Hi !

I created the bigpetstore JIRA:

https://issues.apache.org/jira/browse/BIGTOP-1089

Id like to suggest that somebody on the PMC create a new top level
component for bigtop called "blueprints"?

Then i can switch the "component" feild over from "general" to
"blueprints".  Seems like this is really a separate project in bigtop.
