    update travis testing to cover Kuberneres 1.14 to 1.16 (#562)
    
    1. Docker for Desktop is on Kubernetes 1.14, so drop 1.13.
    2. Add Kubernetes 1.16
    3. If `helm test` fails, echo complete logs of test pods
