    Description: Client has a use case where the properties file contain keywords that are substituted after the raw file is read. Hacking this into T5.1 took a lot of effort (read: cut-n-paste). It would be nice if there was a cleaner way.  (was: My client wants control over where message catalog files live (part of a skinning concern) and the ability to post-process the properties files that are actually read, before they are merged into a Messages instance for a component.)
