[I] parquet from_thrift_helper incorrectly checks index [arrow-rs]

   **Describe the bug**
   
   The index is checked currently as [> len()](https://github.com/apache/arrow-rs/blob/master/parquet/src/schema/types.rs#L1137-L1144). It should be `>= len()`. 
   
   **To Reproduce**
   n/a
   
   **Expected behavior**
   index being validated properly
   
   **Additional context**
   n/a
