   These tests can check if the new client can work with the old broker, so I think it is a useful test.
   
   In https://github.com/apache/pulsar/pull/21221, the compatibility test depends on the Pulsar standalone container and uses the docker hub image, not the latest-version-image, so the TLS cert/key is not found.
