### Description
`druid.coordinator.kill.pendingSegments.on` is to clean up stale entries in the `pendingSegments` table in the metadata store. This is pretty useful when you use the streaming ingestion because all append tasks need to allocate pending segments which can become slow as the `pendingSegments` table grows. This PR is to enable this option by default.
