Previous issue with posting drafts has been solved.
SetEnv HTTPS on
In the apache site config ended up solving the issue. Apparently in new versions of rb, they rely on django to detect ssl. We appear to be terminating it at a RP in front of the review site, so detection wasn't working.
http://code.google.com/p/reviewboard/issues/detail?id=2639 is still open for reviews.apache.org, though I'm not sure how much that really impacts the functionality of the board. I found that issue while chasing down the larger http(s) one. I'll lurk in the infra channel for a while to see if anyone is having issues with the new config.

Manually restored the original database tables (borked 1.5.5 upgrade) into a new 1.5.5 install's database. (minus the stuff describing the django data models which had been altered by the upgrade)
Upgraded new restored database to rb1.6.9
Upgraded reviews.apache.org rm to 1.6.9
Blew away tables in the reviewboard database (the broken one)
Imported the restored tables into the reviewboard database.
Upgraded the reviews.apache.org rb site.
Site seems to be doing well, except for a few issues to be commented on later.

There is a redirect issue currently preventing people from publishing their drafts. This is due to the rb site code making an api call to an http (vs https) endpoint and the 301 failing to auto redirect due to SOP.
It is unclear at this time if this is because of a config error or a bug in RB.
