build.properties defines resources.* but build.xml was referring to resource 
(singular) in several places.  With this change, build eclipse-project 
completes successfully.  I'm still not sure if it is building correct project 
and classpath files because the task pad reports 
"Missing required source folder: /cocoon/src/scratchpad/mocks."
but I can't look into that now.
