Updated JIRA notification settings, issues@ list avaliable

Hi all,
    As previous discussion in dev@ list, the Apache Kylin JIRA project
notification settings already be changed as below:
    1) All JIRA creation will be sent to dev@ & issues@ list
    2) All JIRA update will be sent to issues@ list only (removed dev@)

    Please have a check and refine your mail rule to filter and manage
those notification.

    For further discussion, please go to JIRA and update information
under right JIRA ticket for well tracking and please only keep necessary
discussion of such JIRA in dev@ mailing list.
