Reload in the manager app does not work

           Summary: Reload in the manager app does not work
           Product: Tomcat 4
           Version: 4.1.27
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Minor
          Priority: Other
         Component: Webapps:Manager
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: stefan.machwirth@debeka.de

The "reload" command of the manager ends in an ClassNotFoundException and the
servlet is marked as unavailable. This was tested under AIX, Suse, WinNT. It
does not matter if you run the reload URL from "manager/html" or use "/reload?
path=....".
