Scheduling of queueing tasks is currently performed by a TaskManager task which
is an internal implementation detail of the LRM. Changing the implementation to
use a WakeupManager that can be obtained from a Configuration would
make it possible for developers to delegate scheduling to a timer mechanism that
could be shared.
