   Currently, the `shardingsphere-parser` module already exists under the `kernel`, but it actually serves the global rule `SQL_PARSER`.
   Therefore, the `shardingsphere-parser` module should be named `shardingsphere-sql-parser` to keep the same style as `shardingsphere-authority`, `shardingsphere-sql-translator`, etc.
