Picking HTTP/1.1 features for WebCompare 4.2 (fwd)

	Got this from Paul Hoffman of webcompare. I think he has
another Apache person on his list of contacts so you've probably
received it as well. Please tell me what you think he should put in
and I'll forward it on.
