[REST] Update the scanner model to use ParseFilter

The REST gateway currently uses its own JSON-based representation of filters. This is redundant now that post 0.92 we have ParseFilter and its little language. Deprecate the current JSON filter representation. Modify ScannerModel to construct a ParseFilter if the scanner entity has a "filter" attribute that isn't JSON.
