### Describe the bug
When parse the remoteStorageConf, we use ',' and '=' as separator to parse the config. It means the value of config should not contain ',' or '='.
But it is common that the value of config contain ',' or '='. For examples, in federated hdfs, below config is common.
```
dfs.ha.namenodes.ns-fed=nn1,nn2
```
