No "Implementation" icon is shown for interfaces (or their methods) when the interface is open and the project has a "module-info.java" in which the interfaces package is not part of the exported packages.
The screenshots show the problem.
If {{module-info.java}} is present in the project, there is no way to jump to the implementing class when the interface is open in the editor (see "module-info present.png")
If I delete {{module-info.java}} the icons appear in the left gutter of the editor (see "module-info not present.png")
The test project is attached in TestNB.zip
