Fix for Cocoon 1.7.x docs

In xml-cocoon/xdocs, the file index.xml has a set of HTML bold tags
(<b></b>) around some text.  This  breaks the generation of the XML site and
the docs (Targets: docs and site).  This diff takes care of that, allowing
both targets to be built:

This should be put in (or the bold tags added to stylebook) before a 1.7.1
goes out...
