Umlaute in site.xml @description

Hi there
Changed site.xml and tabs.xml encoding to iso-8859-1. When using german umlaute (thats e.g. a u with two dots on top) in the description attribute of site.xml forrest ends with this erroe message:

 X [0]                                     samples/index.html    BROKEN: java.lang.RuntimeException: java.lang.RuntimeException: java.lang.RuntimeException: java.lang.RuntimeException: org.xml.sax.SAXException: Attempt to output character of integral value 252 that is not represented in specified output encoding of .
Total time: 0 minutes 20 seconds,  Site size: 363,229 Site pages: 36
 
BUILD FAILED
/home/bo/web/xml-forrest/build/dist/shbat/targets/site.xml:51: Java returned: 1

I am able to reproduce this. It is a bug, open a JIRA bug, so we do not 
forget..
