Support Bit manipulation function ROTATERIGHT

The function shall rotate an integer value right by a specified number of bits. As the least significant bit is taken out of the original value, if it is a 1 bit, it is "rotated" back to the most significant bit. Therefore, the final value has the same number of 1 bits as the original value, just in different positions
ROTATERIGHT(integer_type a, INT positions)
