Mod_Throttle Recovery Option?

Hey,
        Ok i finally got mod_throttle working.. But when apache crashes or the server crashes and you start it back up it resets all the timers etc for mod_throttle and the uses's b/w counter is restarted.. Is there anyway to make it so it picks up from where it left?

Opps Ignore this..

What i was meaning to say is has anyong got the Handlers working? When i add a Location 
eg

<Location /throttle-status>
SetHandler throttle-status
</Location>

It dosent seem to work when i try load the page.. But i know Mod_Throttle is working..

Anyone else have this problem?
