We already include the query progress in the HS2 GetLog() response (although for some reason we don't do the same for beeswax) so we should include admission control progress. We should definitely include it if the query was queued, it's less clear whether it's useful or noisy when the query is admitted/rejected immediately, but probably will make it clearer to the user what the system is doing.

We should also do the same for beeswax/impala-shell so that live_progress/live_summary is useful if the query is queued.
