[I] Filter bar errors should show details in a hover tooltip [superset]

## Description
When the dashboard filter bar has errors, the full error message showing is long, makes the filter bar look a lot taller than usual, and is not very easy to read.
To improve this, we should do the following:
* Only show the title on the filter bar errors
* Add an info icon to the error
* On hovering over the info icon, the additional details show in a tooltip
## Design input
