[site] look and feel

Hi All and Ralph,

If we wanted the L&F for Commons components to look nicer -- say like
Log4J2 [https://logging.apache.org/log4j/2.x/] -- does that mean each
component needs it's own copy of bootstrap? Or can this be done in [parent]
and inherited?

defining a skin is the way to share a design across all modules, by
defining it in the site descriptor attached to the parent.

At Maven we already did it, implementing the maven-fluido-skin[1].
