The tephra shell script used to start the txn manager runs co.cask.tephra.TransactionServiceMain (which connects to Zookeeper and creates the txn manager). 
Since we don't include the tephra classes in the phoenix jar, I don't think we can create a script to start the txn manager. 
Should we provide a link on the website to https://github.com/caskdata/tephra#transaction-server-configuration which provides information on how to start a txn manager?
