PDFBOX-1342: Tags not fully preserved when merging PDFs: Proposed patch

Hello,

I submitted a patch for PDFBOX-1342 that implements tag merging if both source and destination are tagged.

Could any of you please review my changes against 1.8.2 and, if applicable, apply the patch to the PDFBox trunk?

BTW: we are all aware of this, as all notification emails are send to the dev
list, too.
