[I] Configure the sending of the process definitions event when the data-index is present [incubator-kie-kogito-serverless-operator]

### Description
Similar to the process instance events, at workflow deployment time, if a data-index configuration is detected in current platform the sending of the process definitions events properties must enabled.
Note: if no SonataFlowPlatform managed data-index is present, but user has provided the configuration so send those events, it'll will be kept to ensure users can still configure interaction with a non managed data-index deployment.
