# WHY
  users need to know the latest configuration of cluster by REST API
  - need  to get a basis to next updates
  - need to get a configuration of 1 cluster and apply this configuration to next cluster,  for promote or demote  from DEV/TEST/PROD to DEV/TEST/PROD

# WHAT
 an endpoint for users to get latest configuration in cluster:  [GET] `/management/v1/configurations`
similar behavior as "GFSH export cluster-configuration"
