Pin Maven prerequisite to 3.6.3 and drop mavenVersion.prerequisite
The dedicated property correctly kept the declared baseline decoupled from
${mavenVersion}, but it held a single literal referenced from exactly three
module POMs. Inline it and remove the indirection.
