My XALANCROOT was not, in fact, set correctly.

I am using ICU 2.6. So far, Xerces 2.3.0 and Xalan 1.6 have built
successfully against it.

My next challenge will be to get XML::Xalan 0.44 built against Xalan
1.6. Struggling with that right now...
