Intermittent socket problem

win2k
apache-soap2.1

Occassionally I get the following failure and am wondering if anyone has seen this before or has any
clues to offer:

[SOAPException: faultCode=SOAP-ENV:Client; msg=Error opening socket: Connection refused: no further
information; targetException=java.lang.IllegalArgumentException: Error opening socket: Connection
refused: no further information]
