[PR] BIGTOP-1961. update bps spark to use only datagenerators from bigtop. [bigtop]

   ### Description of PR
   
   Currently, bigpetstore-spark and bigpetstore-transaction-queue depend on com.github.rnowling.bigpetstore:bigpetstore-data-generator:0.2.1, but it is no longer publicly distributed due to bintray's shutdown. This PR replaces that package with the one included in our codebase (bigpetstore-data-generators) so that we can build them.
   
   ### How was this patch tested?
   
   Build bigtop-data-generator and install it to the local maven repository: 
   
   ```
   $ cd bigtop-data-generators
   $ ../gradlew clean publishToMavenLocal
   $ cd -
   ```
   
   Build and test bps spark:
   
   ```
   $ cd bigtop-bigpetstore/bigpetstore-spark
   $ ../../gradlew clean build
   $ cd -
   ```
   
   Build and test bps transaction queue:
   
   ```
   $ cd bigtop-bigpetstore/bigpetstore-transaction-queue
   $ ../../gradlew clean build
   $ cd -
   ```
   
   ### For code changes:
   
   - [x] Does the title or this PR starts with the corresponding JIRA issue id (e.g. 'BIGTOP-3638. Your PR title ...')?
   - [x] Make sure that newly added files do not have any licensing issues. When in doubt refer to https://www.apache.org/licenses/
