Tablet Metadata Placement design doc

Hi everyone,

I've been thinking about metadata placement as it pertains to
disk-failure-tolerance and I've put together a doc outlining some of the
considerations for moving the tablet metadata directory. Would appreciate
comments, questions, points I may have missed, etc.
