I think this is not nice, but not really a bug: Said toolbar always exists twice, before and after the bundle list. Since the bundle list is empty in this case, the erroneous impression rises that the toolbar is in fact duplicate.

I think we should improve the display to indicate that no bundles match the filter (instead of having a non-existing list).
