Doesn't seem to be reproducible with 2.4.25, at the very least. My test config:

  <Location /proxied>
    # backend sees 'Host: localhost:9090'
    ProxyPass "http://localhost:9090"
  </Location>

Let us know whether your tests with a newer version work as expected.
