Merged the PR for 'Expose master startup status via web UI' to branch-2.4+. Thanks [~bbeaudreault] for reviewing. 

[~apurtell]  Should we still need to expose the startup information to JMX? If so, I'll add a new umbrella issue to cover both the web UI and JMX parts. Thanks.
