[PR] feat: add CRoaring dependency [iceberg-cpp]
nullccxsy opened a new pull request, #231:

- Integrated CRoaring library into the project by adding a new function to resolve its dependency in `IcebergThirdpartyToolchain.cmake`.
- Updated the CMakeLists to include CRoaring in both static and shared build interfaces.
